Notification center + intake status controls
Added a portal notification center for missed ticket activity and expanded ticket intake open/close visibility.
- Added a notification center in the portal header that surfaces unread replies and recent ticket activity for tickets relevant to each signed-in user.
- Opening a ticket from the notification center preserves your current portal page so the ticket back flow returns you where you came from.
- Added manager-side ticket intake close controls with scheduled auto-reopen support from web configuration.
- Updated the public request surfaces to show when requests are closed and display the scheduled reopen time in the viewer's local time.
